KC Metro Part-Time Benefit Plans

The following information is provided to help you understand the basics of the two plans that became effective January 1, 2006.



You become eligible for the Partial-Benefits Plan the first of the month following your qualification or hire date (whichever is later). If your qualification or hire date is the first of the month, you become eligible the same day. Under the Partial-Benefits Plan, you may purchase medical, dental and vision coverage for you and the eligible family members you enroll (the employee’s medical coverage is partially subsidized by the county). If you select medical, you will receive fully paid basic life, accidental death and dismemberment (AD&D) and long term disability insurance (LTD), and you may purchase enhanced life and AD&D for you and your family and enhanced long-term disability for you (this does not apply if you have previously declined enhanced life and enhanced LTD).



You become eligible for the Full-Benefits Plan in any of the following ways:

You picked 4 or more hours in the 2006 Summer shakeup (fully-paid benefits begin the first day of the month you work the 4 or more hour assignment and extend through December 31, 2006)

You pick 4 or more hours in the 2006 Fall shakeup (fully-paid benefits begin October 1st, 2006 and extend through December 31, 2009)

You pick 4 or more hours in any pick in 2007 through Summer 2009 (fully-paid benefits begin the first day of the month you work the 4 or more hour assignment and extend through December 31, 2009)

Example:  You pick an assignment in May that begins on or after June 02,  Benefits begin July 01; or, you pick an assignment in May that begins on June 01, fully paid benefits begin on June 01.

You receive 1,019 or more paid hours in the annual review of the 26 pay periods ending with the pay period that includes July 31. (fully-paid benefits begin the following January 1 and extend through December 31, 2009)

As of December 31, 2006, all PTOs with 10 or more years of part-time seniority and who are eligible for full benefits shall remain eligible for full benefits through December 31, 2009.


Under the full-benefits plan, you receive county-paid medical, dental and vision coverage for you and the eligible family members you enroll, plus basic life, AD&D and LTD insurance for you. When you first enroll, you may also purchase additional enhanced life and AD&D for you and your family members, plus enhanced LTD for you.


Benefit eligibility for 2010 will be determined in the same manner unless modified through negotiation

A change in hours due to a move-up or other reasons will not qualify an operator for fully-paid benefits

Average pay time will be used to determine whether an assignment is 4:00 or more. Some assignments have significant adds or deletes scheduled during a shakeup. In these cases the assignment will be designated an average pay-time for the shakeup.

Annual review paid hours include hours worked and paid time off as a Part-Time Operator

    • No credit is given for hours paid as a PTO Trainee
• Detail hours are included
• Operators receive credit for their picked assignment for the first 30 days of unpaid Union Leave
• Cash-outs and premium pay are not included
• Job-injury time loss is not included
